1) Create a new file (450x150 px) with Mode : RGB color then create
a new layer 
and fill it with Grey color (#898989) (fig1)

2) On that new layer, create a clouds. Go to Filter > Render >
Clouds and keep pressing Ctlr + F until you think that's a gOOd
clouds. Mine fig2

3) Go to Filter > Pixelate > Mosaic (15 pixel) (fig3)

4) Go to Filter > Blur > Radial blur (zoom ::: 20 pixel)
then go to Filter > Stylize > Emboss ( 135 degrees | height
10 | amount: 170 ) (fig4)

5) Go to Filter > Brush Strokes > Accented Edges ( width 2
| brightness 38 | smoothness 5 ) (fig5)

6) Go to Filter > Stylize > Find edges (fig6)

7) Now invert it (Ctrl+I) then blur it again...Filter >
Blur > Radial Blur (zoom 60)...your image should looks like

8) Now we need to adjust the image level by go to Image > Adjust
> Level and set the setting like mine (fig8) after that, blur it again....go to
Filter > Blur > Radial Blur (zoom 43) (fig9)

9) Almost done....create a new layer and fill it with Blue set Layer mode : Color 100%
