I assume u know how to use Photoshop for a while. I wont explain
every detail steps :) So...enjoy =)
1) Set the foreground color : #669900 and background color to : #336600. Then go to filter > render > clouds.
2) Go to Filter > noise > add noise (fig 1)

3) Now create the grass effect by go to Filter > Stylize >
Wind (fig 2). Repeat this
step 3 times (ctrl+F)

4) Done ? now go to Filter > Distore > Twirl.....Angle : 50
5) Almost done, now go to filter>stylize>wind......Method : Stagger | Direction : from the left.
6) Rotate the canvas, Image > Rotate > Canvas > 90 CW
You can try to use different clouds or different color, then add another layer above it and change the layer mode to hard light or....whatever. Just play around....keep experimenting w/ PS.
