1) Create a new RGB image then create some text by using Type Mask Tool.
2) Now go to Edit > Stroke and type the width of the outline
you want to be (fig1) then click OK.

3) Your image should looks like fig2

4) Now all you need to is fill the color of the text with color. Choose
the color and hit Alt+backspace (fig3) then ctrl+D to deselect it
