OK start with new image, I did 4 pixels x 4 pixels and transparent. |

Next, scale the transparent image to 600 percent or higher if your visually impared :D |

Now grab the rectangular marquee tool. |

make a square selection and add a new layer, Fill this new selection/layer with black. |

Go to Edit>Define Pattern. Name it whatever you like.. SquareDots etc. Now you can delete the orginal.. up to you. Viola! dots |

This is an example of what you can do with dots. Basically 2 layers, one with black dots, the layer above with black dots inverted (turns it white). Then the white layer is either given layer effect, overlay, screen etc etc. You can even blur the top white dots.. since they are very small, they will look either raised as in this example or.....
