OK start with an image, your choice. I made one square 300pixels x 300 pixels.
You can have any type of bacground you want, I used transparent. |

Grab some of your brushes, and go to town, you should use various colors.

Next goto Filter>Pixelate>Mezzotint

Once the New window pops up, Choose Fine Dots.
Hit ok or Enter. |

Next goto Filter>Blur>Motion Blur
Here comes the fun part. |

Make sure the angle is at "0" Degrees ( we want to stretch
the colors. And the Distance is as far as you need to go to make a bunch
of lines. |
 |
We are getting there.. Add another layer in the Layers Pallet. Use a nice dark color to put behind your lines.
